County Auditor and Staff
Government Auditing Standards require that auditors have the skills and experience necessary to conduct their work. Auditors in our office come from a variety of backgrounds, including public policy and administration, public accounting, performance measurement, human services, and education. Each auditor has extensive knowledge of auditing methods and techniques, computer expertise, and comprehensive analytical skills, as well as experience with government organizations and functions.
County Auditor Steve March took the oath of Office June 11,2009. He was relected in 2010 to a four year term which ends in December 2014. Steve has a PhD in Urban Studies and is a Certified Internal Auditor. He was a Senior Management Auditor for Multnomah County from 1991-96 and later worked as a Board of County Commissioners staff member before being elected to the Oregon House of Representatives in 2000 and serving three terms. While in the legislature he served on Ways & Means and the Joint Legislative Audit Committees, among others. Prior to being elected County Auditor Steve worked as the Fiscal Officer and Chief Accounting and Budgetary Officer for the College of Liberal Arts & Sciences, Portland State University's largest college.
Craig Hunt is Principal Auditor in our Office. He is a Certified Public Accountant and has a Bachelor's degree in Business Administration. He has more than 20 years of experience in performance auditing and prior experience in financial auditing. He has worked in the Multnomah County Auditor’s Office since 1989.
Mark Ulanowicz is a Principal Auditor in our Office. He has Master's degrees in Public Policy and in Business Administration. He had eleven years experience as a performance auditor with the U.S. Government Accountability Office before joining the County Auditor’s Office in 2001.
Fran Davison is a Senior Auditor in the Office. She has a Master’s degree in Education and a background in Research and survey administration and analysis, with experience in data collection and analysis. She joined the County Auditor’s Office in 2004.
Nicole Dewees is a Senior Management Auditor in the Multnomah County Auditor's Office. She has a Master's degree in Business Administration and is a Certified Internal Auditor. Her background includes performance management, business advising, and strategic planning. She joined the Auditor’s Office in 2011.
Marc Rose is a Performance Auditor in the Multnomah County Auditor's Office. He has a Master's degree in Business Administration and experience in government and non-profit organizations. He joined the Auditor's Office in 2012.
Jennifer McGuirk is a Performance Auditor in the Multnomah County Auditor's Office. She has a master's degree in public administration, with an emphasis in local government administration, and a background including policy analysis, and program evaluation. She joined the Auditor’s Office in 2012.
Judy Rosenberger is the Office Manager. She has a Bachelor's Degree and is responsible for office administration. She has worked in the County Auditor’s Office since 1997.
