Six medical/vision options and two dental options are offered to employees. Coverage is available for the employee and immediate family, i.e. spouse or domestic partner and eligible dependent children. The County pays a portion of the cost of health care premiums, with employees sharing in the cost. Full-time employees pay approximately 10% of the cost of their coverage, part-time employees pay a larger share. Eligibility begins on the first of the month following employment – if enrollment forms have been received in a timely manner. There is also an Opt Out option, which provides a cash payment to employees who have group coverage under another health plan and decline medical coverage through Multnomah County.
The County Health and Benefit Plans are administered by the Employee Benefits Office (EBO). All enrollment or enrollment change forms must be submitted to our office. Employees MUST select from the medical plans available to the employee group they are assigned. There are two medical plan carriers: Kaiser Permanente and Moda Health Plans. Plan documents, including Summary Plan Descriptions (SPD), Evidence of Coverage (EOC) and Summary of Benefits and Coverage (SBC) are available by selecting the carrier link.
Vision and Prescription drug coverage is specific to each medical plan option. Coverage and benefits vary between plans.
Full-time employees and their eligible dependents are eligible to enroll in County-sponsored medical/vision plan coverage. All employees are subject to premium sharing for coverage. Please review the appropriate rate sheet for premium sharing information.
Permanent part-time employees (.5 FTE to .79 FTE or 20 to less than 32 hours per week) and their eligible dependents are eligible to receive employer paid medical benefits for the Major Medical Plan. Permanent part-time employees may elect to enroll in any available medical plan and pay the required payroll deduction. Please review the comparison sheets for more details.
Opt-Out of Medical Coverage
Employees may also elect to Opt-out of medical coverage for an in lieu of coverage payment with proof of other coverage under another health plan. For example, if you are covered under a spouse or domestic partner's insurance, you may elect to "Opt-out" of the County plans. The payment is recorded on the second paycheck of each month. Cash payments are subject to taxes charged at the supplemental rate. Opt-out payments are not available during an unpaid leave of absence.
Full-time employees and their eligible dependents are eligible for County sponsored dental plan coverage. All employees are subject to premium sharing for coverage. Please review the rate sheets for premium sharing information. Permanent part-time employees and their eligible dependents are eligible for County sponsored dental plan coverage.
You are not required to elect dental coverage; however, there is no cash back option if you decline dental coverage.
