Protective Services and Abuse Investigations

The DDSD Abuse Investigations unit acts as the designee of the State of Oregon Department of Human Services (DHS) in conducting investigations into allegations of abuse and/or neglect of adult individuals who have previously been determined eligible for DD services. The unit also makes sure protective actions are taken in order to ensure the health and safety of those served. DDSD Services Coordinators and Brokerage Personal Agents typically implement the services and support to ensure safety.

The Abuse Investigations Unit determines the course of action of abuse and/or neglect reports and conducts investigations when the reported event meets criteria as outlined in the Oregon Administrative Rules (OAR 407-045-0260).

Once an investigation is opened, the investigator identifies principals and witnesses to be interviewed and any records and/or other evidence to be examined.

While the Abuse Investigations Unit does not have authority to implement emergency relocation without the consent of the alleged victim even in imminent risk situations, law enforcement and/or the public guardian's office may work collaboratively with DDSD in order to safeguard the health and safety of individuals served.

The most typical protective services offered for the alleged victims is a safety plan designed to eliminate any potential risks at the beginning of the investigation. Required actions relevant to the case and case finding (substantiated, inconclusive, or not substantiated) may be issued at the culmination of the investigation.

DDSD abuse investigators also screen internal Serious Event Reports (SERTs), issue appropriate required action to staff and contracted provider agencies, collaborate with law enforcement and ensure reporting to law enforcement when crimes are believed to be committed against those served.
