Multnomah County and the Portland Development Commission requested statements of proposals from development teams to acquire and develop the four-parcel Morrison Bridgehead site at the west end of the Morrison Bridge in downtown Portland. Two proposals were received by the February 9, 2011 deadline. They may be accessed through the "RFP Responses" in the box at the left of this page.
The property is owned by Multnomah County and includes:
Block 16, bounded by SW 1st Avenue to the east, SW 2nd Avenue to the west, and SW Alder and SW Washington Streets to the south and north, respectively; and
Blocks 1, 2 and 39 which are bounded by SW Naito Parkway to the east, SW 1st Avenue to the west, and SW Morrison and SW Stark streets to the south and north, respectively.
The RFP Responses detail the development teams' specific terms for acquiring the property, including price and schedule, a general concept and approach for redevelopment of the property, and qualifications to complete such a redevelopment project. Multnomah County convened an Evaluation Committee with recognized expertise in real estate development, finance, architecture, and design to analyze and to score the proposals. The Evaluation Committee Scoring was delivered to the Board of County Commissioners in late April 2011.
The Multnomah County Board of Commissioners passed Resolution 2012-075 on June 14, 2012, to convey the property to the Melvin Mark Development Company.
